Ian Rappaport of NFL Network had reported this several days ago, and it didn't happen...but now that the deadline for NFL teams to place the franchise tag on players is tomorrow at 4pm, the Steelers can hold on to Lev Bell one more year by franchising him and paying him 14.5 Million.
